Initial public release of Event in Place (or sub-place) filter rule for Gramps.

Included

A custom filter rule that matches people who have an event whose place lies within a named place — including everything enclosed by it, all the way down the place hierarchy.

Tested on

• Gramps 5.1, 5.2 or 6.x. on Zorin OS 18.1 Core

macOS has not been tested.
